Legal Aid of Western Missouri is now offering access to a free legal consultation at the Library! Stop by one of the following MCPL locations during office hours to receive a free consultation on civil legal matters with a Legal Aid attorney.

Legal Aid provides free legal services for eligible residents on civil matters, including family law, veterans’ issues, housing law, taxpayer assistance, public benefits, and more. Regular office hours will be available at select branches, and programs will be offered throughout the Library system.

You’re welcome to call Legal Aid with questions or to learn more about services. Doing so is optional. You can also begin the process during one of the Library’s open office hours.

Learn about Legal Aid of Western Missouri’s low-income taxpayer clinic and the services it provides. You will get information about what you need to gather to prepare your 2025 federal and state income tax returns, receive tax tips, and have an opportunity to ask questions.

Billie Orr, Managing Attorney

Billie Orr, Managing Attorney

Billie Orr was named Managing Attorney of Legal Aid of Western Missouri’s central office in 2022, where she manages over fifty attorneys and support staff. Billie previously worked at Legal Aid from 2005 to 2009 and from 2012 to 2015 assisting clients with Medicaid and Social Security appeals. Billie has also worked as a Guardian ad Litem in Pittsburgh, Pennsylvania. She is a 2001 graduate of Dickinson College and a 2004 graduate of Notre Dame Law School.

Billie is a member of the Kansas City Metropolitan Bar Association, the Clay County Bar Association, and the Association for Women Lawyers of Greater Kansas City. Billie was previously named as an “Up and Coming Lawyer” by Missouri Lawyers Weekly and is a graduate of KCMBA’s Bar Leadership Academy. Although Billie is a native of West Virginia and has lived in many different places over the years, she could not be happier to call Kansas City her home with her husband and two spirited sons.

Legal services are provided by Legal Aid, an independent organization. Mid-Continent Public Library does not provide legal advice and is not responsible for services offered. Walk-ins are limited and available first-come, first-served. Eligibility and case acceptance are determined by Legal Aid. This program is not intended for emergencies or urgent court deadlines. Dates and times are subject to change.
